My friend -who cosplayed Meiko- made her cosplay out of 'Cloth Back Vinyl' -exactly what she said. Or you can use PVC Fabric. It's cheap.

It's really cheap, it's the right glossiness too.
It was really affective to!
For the Belt she used velcro and PVC/Vinyl again.
For the arm warmers .. she used normal armwarmers.

Hey. I wanted to try Cosplaying at this years Anime Fest... I was wondering if you could give me some ideas on what to go as... I'd prefer to cosplay someone that I might remotely look like... I'm female, I have brown eyes, mid-back length brown hair (which I'm willing to cut to suit the style of the character as well as dying).... Its naturally curly but often straighten... I'm about 5'5" and of average weight... I don't mind the difficulty of the costume either... thankyou in advance for your help =) I don't care whether its from an anime, a game or a manga character=)
